Triggered when
ImprovementType = "Dwelling" AND HomeownerResponsibleForExteriorMaintenanceIndicator = "true" and ImprovementComponentType = "ExteriorWallsAndTrim" and (at least one instance of EXTERIOR_WALL is not provided or WallMaterialType is not provided in a given instance of EXTERIOR_WALL)
