For each combination of ComparableAdjustmentType = "GrossRentMultiplierAdditionalNonAdjustableComparisonItem" and AdditionalComparisonLineItemIdentifier, if there are not matching occurrences of COMPARABLE_ADJUSTMENT across all instances of PROPERTY with @ValuationUseType = "GrossRentMultiplierComparable", and the instance of PROPERTY with @ValuationUseType = "SubjectProperty".
