ImprovementType = "Outbuilding" and OutbuildingRealPropertyIndicator = "true" and UtilityType = "Other" and UtilityTypeOtherDescription is not provided in a given instance of OUTBUILDING_UTILITY

A free-form text field that specifies the enumeration when the value of Other is used for Utility Type.
